If OVER 128, then
BLM/128*Current Injector Constant.
If UNDER 128, then
128/BLM@Current Injector Constant
GM tends to push the injector constant a little high. I am running E85 100% in my 94 LT1 Fleetwood with excellent results with some timing tuning and Inj Constant set to around 18.3 for stock LT1 injectors (24.87 lb/hr is stock constant).
I need larger, but that is only for 100% E85.
E10 really doesn't need any tuning.
as for running better... initial fillup it may not feel 100% only because the PCM will be learning that it needs to add slightly more fuel (but this is well within the PCM learn factor) but after the first fillup should be same as before
Not sure when it's coming to NJ... only thing I can say is when you see the yellow sticker appear on the pump that says "this gasoline may contain up to 10% ethanol" it's been switched heh

In closed loop, the engine will still be stoch, the BLM's will creep up a little bit, to the low 130's at the most. I was running E85 and BLM's hovered in the 180's. In Open Loop, yup, just a tough leaner. 14.1:1 AFR for it for stoch.
The PCM in open loop will be making fuel for 14.7, but the requiements of the engine are 14.1 (with E10), so it will be running lean, not getting the fuel it needs to be properly stoch. But then again, is this a way to do lean cruise?? Thanks to the politicians pushing 10% Ethanol, we all just drop into Open Loop and run our engines in the leaner mode, getting better fuel economy....
