Base Running Idle Airflow needs to be 32 to run?

Base Running Idle Airflow needs to be 32 to run? Can someone please help.. trying to figure out how to get a vette to run with big cam.. only way to keep it running is set the base airflow to 32 g/sec, only then to have it trip a airflow to tp sensor corellation high code and shut off. At this point does this mean i should drill a hole in the throttle plate?
