PCM/starting trouble, please help

PCM/starting trouble, please help Previously key turned to second click position would display the test check engine light & one more click to the start position & the engine would turn over & start. Now key turned to second click displays test engine light, but, one more click to start turns engine over & won't start. Also, cannot connect to the PCM through the data port to diagnose. What's going on?
Another thing; PCM would send power to a bank of fuses that I tied into for key on operation of electric water pump. PCM no longer sends power to that bank w/ key on (second click).

No power at the DLC port is normally the "CIG/ACCY" fuse inside the car - does the cigarette lighter work? If it does try probing the pins at the DLC for power.
