Ok....i passes the tampering inspection and gas pressure inspection, but i failed the OBD inspection......says 1 code reported: P0430 Catalyst System Efficiency Below Threshold (bank 2)........does this just mean I have a bad cat?

Possible bad cat...I'd switch the rear O2s and see if it goes to Bank 1...if so, then O2 needs to be replaced...same code, then bad cat

 

Most likely it's the passenger side cat. If you're under 80K they're covererd under the federal emissions warranty.
