If the battery and conections check out Ok then you probably need to update the software. There was a glitch in the early version of the 99 software that could cause this. This glitch can also effect the VATs and fuel pump cut-off. There were problems with the instrument cluster; However, in most of the 99's that I have seen with this problem a reflash with updated software fixed the problem...including my own 99 TA.
