What the Heck Controls Fuel at Start up?

What the Heck Controls Fuel at Start up? I have modified my OLFA Table and it Does not seem to lean my Car out on Start up.The car will Flood out if 40 degree coolant temps in a days time or the car sits for over a 12 hour period it wants to Flood out.What Table is the Culprit? Thanks!

But how do they add?Hypathetically say I have a start up map at 1.25 in the OLFA devided by 14.62857 =11.702 now at the Temp I have in Afterstart Enrichment Initial Adder vs. ECT 25*=.703 and 46*=.510 How does this number play a roll?
the A in OLFA is an adder, but it's really a divider, so dont get hung up on wording too much 
adders work mostly on things that work in a well defined range (ie. timing), things like fuel need to get proporitoned, so it's much easier to deal with it with multipliers/dividers
