36lb Injectors Rich on Decel

how can i tell that my o2's are bad? i have hpt and a wb. are they supposed to constantly switch up and down a few time a sec? on decel, i get a rich afr and the o2's hang up flat at 800+ mv.
car has 80k and i'm having too many problems with my tune for 36lb injectors and am suspecting the o2's because i don't know what is wrong with the tune...not that i know what is right with the tune either. no codes are coming up.

Not instantaneously. I did a VE/MAF tune on my '02 Z when I had it. When I switched back to closed loop, the decel cells were running rich just before DFCO kicked on (cell 21). It doesn't make it easy to tune those cells given the window of time is only a few seconds. But if you filter out the FTCs greater than 19, it can be done. It's almost to the point where you have to apply the changes as a "fudge" factor.
and for some reason according to the hptuners help file display of the fuel trim cells did not correlate with my actual map vs. rpm. i was on the freeway cruising at 2000 rpm's and 49 map which should be cell 5(from what i can tell) but my log was showing that i was in cell 4(400-1200 rpm cell but correct map area). could my transmission be causing this. or any sensors?
