Timing Tuning Question

Timing Tuning Question Okay guys, I'm not a tuner but I'm not dumb to it either. So I have a question for you pros.
This guy here at my store is arguing me that, his Tuned PCM, will not change the timing when he re-tunes it with a diffrent tune. He said his tuned PCM has 30 to 31 degress of timing in it, and when he re-tunes it, the Timing will not change. He said it won't change because all 2002 Z28's has a RFI module in it or wired into the harness and the RFI module will keep the timing exactly the same as it is now.
Can you guys tell me if this is Bollox of if this is true?

Hmmmm....my RFI module never kept me from changing my timing. 
Not to mention most 2002's will ping like crazy with that much timing on a stock cam @ WOT(assuming that's what he has). I call bullshit.
BTW, does he look like this?
