If the o2s read rich on both banks it is most likely simply too rich. The 02's are probably O.K.. I would focus on what could make it be too rich. Maybe fuel pressure regulator.

Fuel pressure could be off, Bad mass air flow sensor, Wrong injectors for your application, Tuning issue, ect.. the list goes on and on..

Usually both o2 sensors dont go bad at the same time, so if both show rich at the same time then it usually isnt the 02 sensors.
