IAT high is probably an open circuit in the harness or connector.

Where should I look to see about a open circuit on the harness or connector? How do I fix that? Thanks

Do you have a voltmeter (DMM)? If no, go directly to jail.
Or to Harbor Freight where they are constantly on sale for
$3.99.

Get yourself a couple of sewing needles. Push them through
the insulation of the wires on both sides of the IAT sensor.
Measure the voltages of both wires against the nearest
sheet metal ground point.

If the two sides are different voltages, like 0 and 1-2V, it's
good. If one side is 0 and one is 5V, the sensor or its
connector has the open circuit. If both sides are +5V or
more then the low side (PCM REF) is open. If both sides
are low (0V) then the high side (IAT) is open.

You need to trace that wire back to the pcm...and text the 5v wire again. If it still has 0v coming directly out of the PCM...then its an issue with the PCM....also...make sure your ground point works good for your DMM. So as to not have a false 0v reading. Search search search make sure the wire isnt pinched or burtn anywhere.
