Dumping fuel - Why?

Default Dumping fuel - Why?

A friend of mine complained of her car being sluggish. I checked the car out and scanned it. When I got to it the plugs and wires had already been changed without solving the problem. The car runs and drives. However, It has it's own anti-cruise control. When you're easing down on the throttle, it hesistates like you're turning the power on and off like a faucet. Also, it won't go over about 4000 rpm, driving or idling. It's also pulling a lot of fuel. LTrims are on the order of -10 to -19. The injector % is less than 10%. The car is 100% stock. I changed the fuel filter and put some fuel injector cleaner in it in case the injectors are dirty (101k miles, very little service). Here's the log. Any thoughts?
