2 O2 codes creating SES light, help

2 O2 codes creating SES light, help I'm having a terrible time trying to pass emissions. I have a 2000 SS A4 with; Pacesetter LT's, Pace ORY cut and welded to accommodate Cats, SLP LM1, 4 brand new O2 sensors, new battery and still I have a SES light. I keep getting the codes P0137 O2 sensor circuit low volts(Bank 1 sensor 2) and P0157 O2 sensor Circuit Low Volts(Bank 2 sensor 2.) I have cleared the ECU 3x just for the sake of trying. Suggestions?
The PCM diagnostics are calibrated for stock cats in their stock locations. With aftermarket cats installed so far downstream, you often need to get the rear O2 codes set to no error reported with tuning software or install O2 sims.

These codes can set under two distinct conditions. The basic criteria are:
Normal Driving
The rear O2 voltage remains below 80mV for more than 80 seconds
Power Enrichment
Ther rear O2 voltage remains below 420mV for more than 10 seconds during PE
You need to know under what conditions the codes are setting.
Since you are getting the codes on both sides, I would examine for exhaust leaks. For some detailed diagnostic steps, check here:

I just put back in the Simms, I also found that the rubber piping on the EGR was crimped so no exhaust was getting through...dunno if that means anything but I fixed it. I checked the front O2's and the wiring looks fine. I looked over the welds on the headers to see if there are some crazy leaks with no luck. I also adjusted some of the wiring to the O2's so they aren't touching anything excessively hot, and I also changed the oil.
My problem now is the light is still on and can't take my car to Advance Auto to get the scanner cuz my plates are expired...oi
