How do you program a converter to lock/unlock when it should
99 z28 conv sy3500 a4
Locks and unlocks in a cycle below 15 mph
Wont lock up all the time at highway speeds
I have been in for LS1 edit but problem persists.

Something else is wrong. It should never be locking below 30 MPH (unless somebody programmed it to - which you certainly CAN DO.)....
Highway speed problems are usually misfire related.

I was having the same problems and it was misfires. When I did my heads & cam install, found a tip broken off on a spark-plug causing the problem.

Just wont lock up below 60 mph.
I have to throw the switch manually if I am cruising in fourth above 40 mph and the rpms drop by 1500
