I lower "IFR" by 2% , did this make PE WOT go up 2% or ??

It will lean out the car when it is operating w/o the maf. Like starts. It has the same effect as what would raise the ltrims, but since the pcm is not in closed loop you don't see a change in ltrims.

But now it is surging, with a high-idle. And my LTFT's went positive.
I will put a few miles on it and let the computer learn. But I thought that the VE table would not affect anything when in closed-loop?

In closed loop it won't. I thought you were talking open loop. I think I've read about too much timing at idle causing surging. That would be changed unter the base spark tables.

Sorry, open-loop everything seems fine since I changed the VE. Its just weird because the issues I am having now is when I am in closed-loop. And modified the VE Table.
Right now the spark table are still stock.
