"Chip" is a misnomer. "Module" or "Programmer" would be more appropriate. The chips are NOT removable (like in the 'olden days'). 1993 was the last year of the removable chip for the V8 F-bodies.
IMHO, if your car is not stock, you won't see much if anything from a Jet or an HPP. And I see that it is not stock (they design the things for bone stock or very light mods).
IMHO, the HPP is an expensive fan switch, and the Jet module... well, it's just a sensor tricker.
I personally don't think either is worth the money. If you pick up a used HPP ($150) then maybe. Just make sure it's unlocked.

I've had a HPP3 and I was just glad I could sell it and get a little money to put towards LS1edit. The PCMs from '94 up use Flash Ram which is re-programable, so there is no need to remove the memory chip to change its contents. I think I've flashed my PCM close to 100 times now. I'm sure glad I didn't have to buy a chip every time I did that!
