Immediately shifting to 2nd, then 3rd at launch

Immediately shifting to 2nd, then 3rd at launch I've been chasing down this problem for a year now. Immediately after launch (at WOT) it will shift to 2nd, then immediately 3rd. After a second or two it will downshift to 2nd and then continue the run. I logged a pass I made last night:
After WOT, shift to 2nd at 4400rpm, 16mph.
Shift to 3rd at 4500rpm, 24mph.
Downshift to 2nd at 4800rpm, 37mph.
WOT 1-2 and 2-3 shifts are set at 46mph, 6800rpm, and 93mph, 6800rpm. Even the part throttle shifts are set higher than 16 and 24mph at the lowest throttle range.
The only other issue I see is about 4* of KR right at the launch that I think is attributed to a banging exhaust pipe, but that whouldn't cause the shifts to go all crazy, would it?
I'll attach the HPtuners tune and a log of a run last night.
