Does a 94 lt1 have a fail safe default?

Does a 94 lt1 have a fail safe default? Ok the story starts out like this and ill keep it as short as possible:
My friend has a 94 b4c lt1 camaro that has a t56 swap, comp .550ish cam, full exhaust, inj, 4.10 rear, and a tune. i raced him from a roll of 25mph up to about 110. i got him by a fender and i had two bad upshifts in my a4 that caused it to hit the rev limiter twice(1-2, 2-3). so here is my question:
He said that his check engine light was on and that it cause the computer to go into fail safe mode which on his he states it goes back to factory tune. I know he has a tuned factory computer. I thought (but i could be wrong) that the 94 models were OBD1 and that those computers didnt have a fail safe mode the just ran like crap when a o2 sensor (ex. on his car the upstream o2 sensors) it adapted to it and used the down stream sensors.
Can someone please let me know if im wrong or i need to go back to Nashville Auto Diesel College and get my money back. lol thanks

By the way my car is an 02 Z and i have had the ses light on shortly after i got it tuned and i know for a fact that its not in fail safe because i had a saturn that went into fail safe and his nor my car run that bad
