It sounds like it slipping real bad (almost like a big stall converter). Honestly, I would not drive it until it's fixed. Otherwise it will completely fail and leave you stranded, then you have to pay to get it towed. Some of the later LS1 cars came from the factory with a 2nd gear start, but I'm not sure if it included the 99's (my 98 doesn't).
