I need a pair of jounce stops GM #10164173. I have checked with my local
dealers and have been told they are on national backorder.
I have checked on the internet without any luck.
Anyone got any leads or idea where I can find these?
Seems it sohouldn't be that difficult a part to find. Maybe
I'm not looking in the right places.
Thanks for any help.

Did you check SLP's site?

Why do you want these so bad anyway? Many people actually take them off to get more suspension travel for better ride and handling.

I checked and when I replaced mine I ordered the same part number but that was some time ago. When and if these go again I have a back up plan that you might want to consider. Here's what I wrote down from my research:
Energy Suspension bump stops (jounce) part#99137 (17.99)
need to add a 5"x1.5"x3/16" backing plate.
cut off lip on car and use longer bolts (like those from SLP spacers)
That was my plan, hope it helps you. I would have to look at it again to be any more elaborate but this will eliminate having to replace them again due to the foam rotting away, these are polyuerethane.
