All metals expand when heated. As aluminum (the oil pan) expands more than steel (the drain bolt) when heated evenly, the bolt should have been "looser" while the engine was hot.
Whether the engine was hot or cold should have no bearing on how tight the bolt is.
Your drain bolt was simply way overtightened. Consider yourself lucky the threads in the pan didn't get stripped.
