Default Headlight stuck (not a motor related issue)

So my headlights had been working fine for hte last few nights. Tonight I noticed that the passenger side does not want to go up. I checked it out and it seems it has a very small sliver stuck under the hood causing it to not pop up. I popped the hood and then it goes up fine. What would make it start rubbing all of a sudden? It even took a little paint off of my headlight on the very edge where it hits. The hood (or so I believe) is aligned properly. Do I need to scoot it back or to the drivers side 1/4in or so? If so how do I accomplish taht. I have ALWAYS had trouble adjusting hoods myself.
