And before I forget, when you start to push the 500rwhp range you want to upgrade the rear end, Diff, axles etc. Car would be a usless 3700 lbs paper weight with all that horsepower and brokedick on the side of the road cuz you snapped something racing that Honda Civic. Not good for you. LOL

Id do a cam w matched stall, LTubes (pacesetters are a good budget brand), some sort of CAI, dyno tune it and call it a day. roughly 1500$ worth maybe less. Depends on if you do your own work. You could reach 450whp that way.

My advice is a cheap set of Pacesetter headers with full exhaust, Cam, (while you are there might as well throw in the underdrive pulley), intake of course, might as well change the plugs and wires, if you got the money do an intake manifold, and a nice tune! And if you wanna be a baller, a 100 shot! I think you would see a high 11 easy, and with the laughing gas low 11's is nowhere out of the question!!

Oh, and by the way, the guys at Vengeance Racing are a wonderful group of guys! I ordered a VRX6 Cam from them. My buddy has a VRX5 and loves it! Cam kits are I think around 700-800.. not bad at all!
