I found the answer to my question...there was a 2004 GTO Ram Air concept,
The 2004 Pontiac GTO Ram Air 6 is reminiscent of the production Pontiac GTO Judge of the 60’s and 70s. This vehicle is a modern interpretation of the classic, from its rollback orange exterior color to its authentic and functional ram air hood. The 389 cubic-inch V8 powerplant, matched with 6-speed manual transmission, supplies 575 horses to the 335/30/R20 inch rear tires. The front wheels are fitted with 285/30/20 high performance tires.

It's definitely not a JUDGE package like what was offered on the originals, but was the new attempt at creating a different GTO available from GM(as a dealer installed package)
The Ram Air Concept wouldve been perfect as the Judge, but as usual GM just cant get it right when it comes to what it offers to the public.
