They should. I know my GTO wheels needed a dremel to the hub to fit on a TA. Took all of 10 minutes for all four wheels. Basically the same thing that had to be done when they changed the hubs in 96 or so. There are a couple of pics on this site and others that people are running F-Body wheels and with no problems.
Also, 17" wheels fit perfectly in the back but you won't be able to run them up front.

OK. 17" wheels were stock on some F-Body's. SS and WS6 since 96, Firehawk since 93 and Comp TA since 95.
16" wheels came standard on Z28 and TA/Formula.
All the F-Body wheels, 16" and 17" fit the GTO. It's really not that hard of a concept. Only the 17" wheels don't fit on the front because the offset is wrong unless you narrow the wheels.

I don't have CAD and never saved the pic of it but do a CAD drawing of both bolt patterns and lay them over top of each other.
You won't be able to see the difference because the lines to draw the bolt holes cover up the difference. Extremely small, basically the width of a hair.
No drilling is necessary.

When you're putting down 350+ HP on drag slicks or some nice drag radials....the hairwidth difference could make a difference. At the least I'd run some ARP wheel studs or something.
Lots of people have done it without issue, I'm not saying they haven't. I'm just saying my car has a **** ton of money in it and I want it to keep running day in and day out so I don't cut corners or anything. Drilling would be necessary to get the bolt pattern 100% correct between the two vehicles.

F body pattern 5 on 4 3/4" = 120.65mm
GTO pattern 5 on 120mm.
Tell me why you would redrill the wheel for 0.65mm difference. That's 0.325mm per bolt. They work just fine on the rear as stated.
