Default How to make room? #Radiator

Do anyone make a kit on leaning back my radiator ? I want to do a custom air intake.... making the air filter present right behind my grill on the driver side. I figure you turbo guys can help me out on advice. Car is a 2000 z28 by the way. I want to run a 4 inch pipe with a air filter instead of a lid.

I guess no one never leaned they radiator back towards their engine

thats a trick spot for a filter but I am always worried with it so low, it will pick up serious water (it rains here pretty bad sometimes, puddles go that high and higher) So I tend to use the oem style'd boxes which have traps for allowing water to leave / stay out.
