Default Major Over Fuel?

I have just swapped a 03 LM7 in to my 81 C10 with throttle body/ tac from a 04 silverado and pcm from an 05. Otherwise all stock. Factory 05 tune but Turned off vats, rear o2/ evap and trans dtcs. My problem is passenger side exhaust pipe is dripping fuel. #4 plug is always soaked, fuel pressure is 50 psi at rail, 150 psi compression on #4, swapped around injector and coil with no change. Ltft is -18% on bank 2 (pass) and +13% on bank 1 (drivers). I did disconnect bank 2 o2 one time to verify it was reading bank 2 to make sure I didnt mix them up cuz thats almost what it seems like. I am completely stumped, my next step I think is to try a different pcm. Any help is greatly appreciated!

I'd check to make sure the trigger wire to #4 isn't grounded somewhere in your harness. If it is grounded it will hang the injector open.

Yup sounds like a wiring issue to me. Check the schematic and find that wire.
