The 8 mm solenoid stud goes direct to battery Positive.
The 5 mm terminal gets (momentary ) positive 12 volts from start relay- Takes a pretty stiff amp pulse to engage, if battery voltage is low, or IF main positive feed to the 8 mm stud is undersized, or corroded, the solenoid can attempt to draw even MORE amps than normal, and CAN weld the starter relay contacts together. I suspect your test stand battery and/or wiring is insufficient.
