Default What the heck?

My son is having an engine swapped in a 96 GMC Truck. He's changing out a 305 for a vortec. When the battery cable is reconnected the brake lights come on. When you turn the key on you can hear the fuel pump but the starter doesn't work. All was fine before.
Also he changed from fuel injection to carb.

What could the problem"s" be?

In this switch to carb from injection did he delete the engine computer? The anti-theft needs the ignition switch, body control module, and engine computer intact in order to command the engine to crank. I believe it will also shut the fuel pump off if the engine computer is missing.

The brake lights I'm not sure on. I would try disconnecting the brake light switch and see if the lights go off.
