Tune needed in central MS.

Tune needed in central MS. My dad has a 2009 Chevrolet 1500 LTZ 4WD crew cab truck. He recently had a lifter failure and we rebuilt the top end.

LS7 lifters
Chromoly pushrods
BTR spring kit
AFM delete
CNC'd LS6 oil pump
He got a mail order tune from frost and the truck is getting 8mpg in town now and he says it runs like crap. Runs great on the highway though. Also he said it feels slower than stock which it should have picked up quite a bit with the cam. Also his shift points are weird. It shifts out higher in the RPM's when he is just driving normal stoplight to stoplight.
If anyone knows someone good and I mean good in the area then please let us know so we can get this squared away. Please don't recommend a hack job. I've seen a few of those around the area. This is his daily so he needs it to be spot on with 0 drivability issues and better MPG's than 8 around town.

The closest for a good dyno tune would probably be EPS in Baton Rouge. That's where I plan to take mine once I do a bit more work on it. Been tinkering with HPTuners doing some changes myself until I can get down there and have them put it on the dyno.
