im new to this stuff, so will this hand held EFILive FlashScan V2 Scan And Tune Tool do everything as far as tunning the car or will i need a lap top too?

You will need a PC of some sort to do your tuning. This is for you to make changes, save them, and then transfer them back to the V2 interface cable. FYI, the stand alone reflashing won't be available on it inital release, but shortly after.
