Default Too -much- voltage?

I ran my 98 Z28 through a pretty bitchin' rainstorm the other day (Though I didn't want to, it kind of came down on me), made it home.

The next time I went to start the car, it ran like crap. Kept stuttering and stuff, and the SES was on. So I let it sit for a few days, hoping it was some water somewhere it shouldn't be.

Now, it idles fine, took it around the block and it runs fine, and the SES is gone -- but some of the idiot lights in the gauges are staying lit, almost as if the car still thinks it's in "on" mode instead of running.

Also, the voltmeter says I'm putting out 18 volts, the needle is all the way in the red.

The hell is going on?

If so, would a simple voltage test on the alt pinpoint the problem?
