Two important factors: The Regal is FWD. Too much weight transfer to the rear unloading the fronts.

Second, mine being a 14.0 car, probably didn't have enough power to cut a much better 60ft anyway.

A stock R/T might cut a 1.9x on bald snow tires, right?

bald tires would actually help. the track is designed for tires with little to no tread. I got my best times at the track in the gtp on worn down hankook tires.
