What was the DA?
Did you measure the converter slip %? Judging by the MPH, I'd say the converter is too loose on the back side... Bad DA may be skewing the results tho...
I had my drivetrain/converter out 3 times before I got the converter that's even close to right.. It takes a lot of effort.
Keep at it man, that car has power for 9.60s-9.70s... Just gotta iron out all the kinks... I bet youre losing 3-4 mph in the converter...
Normally 700 rwhp will go 140 mph in a C5/C6 in an efficient setup.
