Going from 16 to 24 PSI and running race gas is worth a LOT more than 60HP. Assuming he is still efficient and not detonating at 24 lbs, the race gas will allow him to run more timing too and that car will basicly be a different beast all together. Its hard to put definitive numbers to it, but going to 24 from 16 efficiently is 100HP easy.
Spray and pray. I bet its a good race. Cant wait for the video.

My Buick ran a ten first time to BMP w/ race gas/chip. On pump gas (18 psi boost) and 16* timing I pulled away from a Ferrari 360 Modena (mid 12 sec car with decent top end) from a roll on the street...he wasn't happy about that...

Don't take the GN for granite. Keep in mind he had the heads done, which means he can run lower boost and have the same hp. He probably did other mods, like a bigger turdo, throttle body, intercooler, etc. When i had my GN, I would run 12.2s all day long on 18lbs of boost, but as soon as i added race fuel 25lbs and M/t, that sucker would run 11.1 consistantly. Those cars are the best money makers for street racing. it is very hard to recognize a 10 sec GN. Don't get suckered. Try to race him from a roll not a Dig, because these cars shine from the Dig. If he can leave with 5lbs of boost or more, than he will be in the win. With tires the Gn hooks. These cars will dyno 350hp, but the TQ numbers may read 450lbs. The torque is unbelieveable

on 16 pounds my car ran consistent 11.30s on 24 pounds ran consistent 10.70s and on 28-32 pounds 10.20s-10.50s and stock block but all forged internals and a BIG turbo and proper supporting mods i've seen some almost bone stock cars run low 11's so you can never tell till you runn'em
