So what would it take to dip into 11's? I suspect a lot more than getting an LS1 into 11's. Again, I'm just going by what I've been told by 3000GT owners, since I'm not, nor will ever be.

High 11's would be achievable on stock turbos but not for long.
It would need Injectors, boost controller, full exhaust, intake, intercoolers and possibly a few other mods plus one hell of a driver who does not care about his tranny or transfer case very much.
More reliably it would need something like upgraded turbos/compressor wheels, intercoolers, 555 injectors or maybe even 780, supporting mods, alcahol/water injections, full exhaust boost controller and so on.
The fastest stock 3/s ran a 13.0, it was a 1999 vr4 and i believe it was popular mechanics to do it.

My friend has 2 modded 3000GT's, an SL and a VR4. his SL is really damn slow compared to LS1s but his moderately modded VR4 at 12 psi boost could keep up with me + a 200 lb passenger (he was taking a video) on the freeway race from a roll

I ran my friends 1992 3000GT SL 5 speed. Slow piece if you ask me. Ran him from a 45 roll with my v6 A4, real dead spot and I still pulled like 3.5 cars till 110. Ran from dig put 7+ cars on him up to 85. Can only image what an LS1 would do to a 3000GT SL

The fastest stock 3/S was a '96 Stealth TT that ran a 13.0. The fastest stock VR-4 is possibly the one that popular mechanics raced, it was a '99 VR-4 and ran 13.4. Also, the 91-93 3/Ses had pop-up headlights and the '94-'99s had non-popup. '91-'93 TT 3/Ses have about 230awhp, '94-'99 have about 240awhp (NOT 270). It takes a boost controller@14psi, intake, and exhaust work AT LEAST to get near 260+awhp...........
