I'd run him.

Even the boosted Hondas I've met haven't been that quick.

'Course, a wee bitty o' spray is a deal maker.

That and if he is making even 250 HP it's gonna be mighty close. I'd go from a dig and rely on the DR mod. Might even suggest a light to light race, shorter distance then a classic 1320.

Sounds like the guy they call "Gunrack". Yea, you will get killed even if you were full bolt'ons. You will need spray to even make it interesting.

15 psi on pump gas will get you way above that

if the guy is even making near the same Wheel HP as you. as long as he stays close to you off the line. he is gonna eat you alive.

We had ghetto ebay turbo stock engine civic hitting 11.7 at local track good mph too think it was like 118mph. It blew up of course after a couple of track visits but it did run good for what it was. It was on full slicks to do that time also. On street tires it would be lucky to spin to a mid 13..
Now if this is a built one for sure it could be fast. Crx and civic are both think about equally light. Can't beat power to weight. Simple physics. But he has to have traction and so do you. Most ls1 near stock are 13 something cars. Depends also on altitude. A turbo car is less affected by altitude than NA car. I woudn't put money on beating any turbo honda. I would put money on a bunch of back to back runs on them as likely they would kill the clutch, axle, gears, etc. They were really not made to go fast for that long a time. They are dependable enough at near stock hp levels. Still I would rather drive a slow f body than a fast honda anyday of the week!
