Yea I would think he would pull you a bit more, My buddy has the same year 240 with an SR20det swap that we've been building for a while. Its got all bolt ons t28 turbo and some mild cams and he pulled about a car on my nearly stock SS from a roll (20-90). I know we didnt spend 15k on his set up though.

It takes nads to post a video of a loss so kudos to the OP. That being said, I'd be surprised if $15k were invested in that entire car. An S13 can be had for cheap and whether you're boosting the KA24 or swapping in an SR20DET it would take some serious financial ineptitude to blow $15k large on a motor, much less the entire project.
