Default E-brake won't engage unless its pointing to the sky!

I have an 02 F-body w/ manual transmission. My E-brake doesn't engage until you pull it up ALL the way, and its pointing stright up into the air. WTF? On my Dads car, he only pulls it up 1/4 of the way and its on. Whats going on here?

Somewhere along the line, the rear rotors were probably changed and the emergency brakes were probably not adjusted to the new drum bore inside the rotor. (The adjustment is all in the pads - we can't adjust cables on our cars like "normal" cars.)
