Default car scrubs when coming to a stop

Hello,
My car tends to make a scrubing sound and the Low Trac light comes on just before I come to a stop. It started all of a sudden after I had subframes welded in. Since my front brakes were worn, I had them replaced with ceramic pads along with new rotors. (my old rotor had groves cut in them and could not be turned according to the mechanic). Well, the problem still exist. The grinding noise is coming from the front of the car and it is annoying. I though about adjusting the E-brake, but a fellow board member suggested that it may be something else since my E-brake points almost straight up when engaged.
Any ideas/suggestions would be greatly welcomed. I do not want to damage a new pair of brake and rotors.
