Default E-Brake problems

ok well i need to fix my e-brake cable bc its rusted to ****, and parking on a hill it doesnt do its job and slips. Anyone ever replace there e-brake cable??? and what all is needed to do this?

Where is it rusted? (You may need to replace more than the cable.) Are you sure the cable is seizing? Have you ever changed your rear rotors? If you did, were the e-brakes adjusted at that time. (If you aren't holding on a hill, you may just be out of adjustment.)

I know mine need to be adjusted, how would someone go about adjusting them? Mine popped and the car started rolling down the drive.
