Default which spring and shocks

I want to get new spring and shocks for my 99 z28 camaro. i want to lower it about an inch. was wondering what you guys think would be the best kind to get on a budget. something inexpensive.

Whats your budget? What exactly are you looking for, just the "look" or do you want improved handling, etc?

I want inproved handling. I don't know what shocks cost but i woul like to spend around 500 or less.

If you want improved handling and you don't care about the look then springs are definitely not necessary. A good set of shocks will get you a huge handling increase (as well as ride quality, control and feel). The biggest problem suspension-wise with our cars is the stock shocks. They are valved goofy and leave you with choppy ride quality, and unpredictable nervous handling.
For around $500 you can get some Strano-spec bilstiens:

Down sides to these are they are not valved to work well with lowering springs, and you cannot adjust them to your liking.

Down sides to these are the build quality is iffy and when you adjust them you are adjusting both rebound and compression at the same time. So if you want more rebound you automatically get more compression whether you like it or not. They also do not warranty their shocks with lowering springs.
If you really want to up the game you can spend more on some Koni SA's:

I went this route and am impressed every time I drive the car, money very well spent. They adjust rebound independently from compression, are built really well, and warranty their shocks with no questions asked. These leave you with unbelievable handling and predictability and a firm but comfortable ride.

I have AGX's in stock, we are again waiting on the next shipment from Koni (very early June) with a number of backorders already pending. Koni can't keep up with the demand.

I also sell Tokico, but I can't recommend them with lowering springs, they are only adequate and downhill from there as they wear. At least with AGX's you have the option to adjust the dampers to suit. I sell Bilstein too, but for lowering springs it's best to have a damper that has a range of adjustment to dial in the damping to the spring rate/amount of travel. Shocks are spring dampers.
