Default Alignment or something else?

Guys help me out here on my buddies T/A the two front tires are completely bald on the OUTSIDES (belts are showing) the car doesn't pull to a side and the psi in them are right what could cause this? ....its a 99 if it matters

Yep it's a combination of aligment and a BIG right foot.
Your alignment is probably set to factory specs, too.

If you are running slightly too low air pressure and you corner rather fast, you will roll the tire under the rim, wearing the outer edge.

Make sure you tire pressures are at the top of the upper range and get a better alignment.

Try

-0.5* camber
+4.5* caster
1/16" toe in

and don't let your alignment guy tell you these specs will kill your tires.

Those numbers have been tried and proven for as long as there has been a 4th gen F-Body.
