Uneven suspension in front what could it be?

Uneven suspension in front what could it be? My girlfriends 96 camaro z28 seems to have uneven suspension travel in front. for instance when traveling at low speeds I watch the A-pillars of the car go up and down independant of each other on a flat road.
Ride seems bumpy in front too. The effect is magnified when I increase tire pressure to 40 psi from 35. it is pretty noticeable.
I have tried several different wheels and several different tires including two tires that were just high speed balanced and still the same problem as before.
I did take the struts out as I was thinking of lowering the car for her but she changed her mind. Susupension is stock. Was there something that could have gotten out of whack when I removed the springs/ shocks?
