Can front rotor can be use as rear rotor ?

Can front rotor can be use as rear rotor ? I change the brake pad in the front and rear, without resurface the rotor 
. Anyway my brake pedal is shaking at high speed braking. At low speed then 50 it wont shake, but at high speed around 70mph + my brake pedal is shaking.
Today I put in brand new front rotor and it still viberate at high speed, so imma guest the rear rotor need to be change. Reason I ask can front rotor can be use for the rear rotor, cause front rotor still pretty thick, just need resurface it. thanks

Just finish put on brand new rotor for the rear, braking is pretty smooth at low and high speed, i am very happy !! and finish front and rear brake and rotor bleed brake system twice with new bottle of brake fluid, now brake fluid is so clear, all that for 1 afternoon, im happy for that also ^^. Thanks guys ! now i can sit back and drink some beer and enjoy the rest of sunday and ready back to work tomorrow lol. Good days guys.
