Default Steering Rack or Tie Rod??

Need some help guys. My dads Silverado started making a clunking noise when turning to the left. Lifted the truck on jack stands and wiggled the tire from side to side and sure enough there's a lot of play and a clunk. I get underneath and check the Tie rod end that's attached to the spindle and it's solid. Looked closer and the sound/clunk is coming from inside the rack as if the Tie rod is lose inside or something. There's no leaks however. Any ideas? Is the rack toast or is it the Tie rod?

More than likely it is the inner tie rods. I know I have personally had to do both inner tie rods on my 04 Silverado. I had the same play you are talking about and it fixed it.
