Hotchkiss springs are a dead 1" drop but the rear springs
kinda suck for harshness and make the rear look like it's
sagging (even though it is not, really). You can get a
better ride and rake with hose-modding the stock rears.
But the hose will harden up and transmit some rear end
noise to the cabin eventually. I was given a pair of
generic looking old school spring isolators recently and
these are as thick as heater hose but better for noise,
and fit perfectly.
So if you can buy just the Hotchkiss fronts, fine. I
gave my rears away after going back to stockers +
hose.
I'd bet there's a Vogtland spring that would do what
you want with a straight rate but I do not know how
to pick it, or which it might be. You might find some
advice on road race 'boards, I haven't seen anyone
offer up a known-good-for-desired-drop table of
P/Ns or anything like that.

1.25" would probably be fine. I plan on doing the Bilstein shocks on all 4 corners. I plan on having 17x9.5 wheels with 275/40R17 tires all the way around, I don't want any rubbing issues and a lot of the driveways around here are all raised so I don't want to increase the chance of scraping the front, it only scrapes on 1 that I know of at stock height.
I do have BMR adjustable LCA's and a UMI adjustable PHB, would lowering require LCA relo brackets?

you could do as the lost post says....^^^^
you could also cut the front spring by 1/3+ of a coil....and run the JasonWW mod. you'll retain complete factory ride quality. and be at 1inch lower.
for the rear you could take out the isolators.
There's a lot of hoopla talk about not cutting springs...and it's true for most MODERN springs....but not these...basically if the springs DONT have a special seat at the end of the coils..you can cut them just fine...preferably without heat. the cut's impact on the spring rating will be very minimal...but even that minimal change will be in the direction you want it to be...not in a negatively impacting one at all. again not much tho..so no need to go in depth.
I say save ur money for the shocks...and or other things...like fays.

I'm curious to know what kind of shocks you used. I have inch and half eibach lowering springs front and rear in mine and I go through shocks constantly. Any idea what shocks I could put in my 99 Z28 in order to stop blowing shocks out?

I run Koni's...many run bilsteins fine too. inch and a half seems like a lot....but im not sure if it should be blowing shocks...maybe they need to be valved better to withstand shorter travel? if ur using deCarbons then thats your problem without any doubts or more thoughts....that goes the same for our homegrown usa based ones...monroes. both brands = garbajio
strano has a very good setup he sells. their single adj up front konis and dble in the back i think. for budget bilsteins are the sureshot. most others will make u replace every year.

I have BMR lowering control arms in the front, heater hose mod on the back and bilsteins/stock springs all around. It's now my favorite riding f-body of all time! 1" drop all around, doesn't look slammed but looks sporty.
I also have Hotchkis front springs and heater hose on stock springs with 1/2 coil cut on the back on another fbody with KYB AGX shocks all around, that's my second favorite feeling f-body ride for comfort!
And just because everyone else says so, Koni/Strano or GTFO

You're not going to notice .2 of an inch. I'd go with stranos. 1.2 inch drop, consistent drop, a great balanced springrate, and his are customized by Vogtland with their chromium vanadium metal which makes the spring lighter with the same strength as most chromium silicon springs.
