feels like something is rubbing when I turn the wheel

Default feels like something is rubbing when I turn the wheel

I feel a vibration in the steering wheel when making a turn. It is not binding or chattering just feels like something is rubbing for a second. This is a intermittent problem which makes it more fun. If I turn the wheel with the car stopped it does not make the noise (hopefully this rules out the rack). I did have a good mechanic look at the front end about six months ago, he said there is nothing obvious. The ball joints and lca bushings were not dead but not great (the car has 104k).

My question is could it be partially worn ball joints & lca bushings? Thanks for listening.

Put the front on ramps and climb under, turn it loc to loc and see if there's any really tight spots with your fingers, then any play can be causing the tight spots to close.
