What's your skill level on doing it yourself? Obviously you can stretch that dollar a lot farther doing the work yourself. All that to say is depending on whether the shocks and springs are stock, I'd swap those to start with.

What do you plan on doing ? Drag, Roadracing, autocross or just street/handling?

Shocks, springs and sway bars. Those are the most important parts to change first. Do that before anything else.

I would definitely think hard about what direction you want to go. Someone once said on here you can make a car that handles drag race easier than you can make a drag car handle. They are two totally different setups and the components aren't very compatable for both. I have seen quite a few cars setup for handling do good enough at drag racing but of course it wasn't ideal. I started with more of a drag setup and now I wish I had not because it just isn't the most fun to drive street wise IMO. I am now changing all that over to more of a corner carver than drag car so I am having to change up the setup now. Anyway, if you are looking for a great handling car call up Sam Strano or look up some of his posts. He has more hands on experience in the handling area than anyone on here can help you with. Drag wise, there are plenty of other sponsers on here that can point you in that direction.

Overall, I think before you start buying parts you should figure out what you want out of the car.

First things I always suggest no matter what you will be doing with the car is tubular LCA's and relocation brackets. They will control wheel hop and help plant the rear tires. This will help with straight line and cornering, since the back end will not try to step out on exiting a turn. Then you can lower the car or such and these parts will still be beneficial. They are basically required when lowering the car.
From there it really depends on if you are wanting straight line or cornering performance. If you are wanting straight line I would look into some adjustable rear shocks like Strange or QA1. Or for handling, look into sway bars. Just some suggestions to get a budget suspension setup that will work for you
