Default rear brake question

Doing brakes on my car, got the fronts done (new rotors and and HPS pads).
Went to do the rears today and when I went to undo the bolt that holds the caliper to the bracket it just turned (the upper one). According to my FSM the upper bolt should have released the caliper (just like the fronts). After throwing my hands up, I put the wheels back on.
Later on I was thinking could a previous owner somehow switched the brackets and calipers side to side and the bolt I needed was the lower one instead? Or is my FSM wrong and its the lower bolt I needed to remove?

Are you referring to the bolt that goes into the brake caliper guide pin?

Yeah. On the fronts there was a short bolt you removed to swing the caliper away from the rotor to remove the pads. I thought the rears were the same. At least in the FSM they are

Why not remove both bolts to free the caliper? If it spins without coming out get a crescent wrench on the flat spot on the guide pin to keep it from spinning.
