Front LCAs - Does this bushing look normal?

Front LCAs - Does this bushing look normal? Been having very shaky steering at certain speeds, to the point that I was on the freeway once and it was downright scary feeling like I was going to lose control of the direction of the car. Have the front suspension out for shock replacement and have been inspecting all of the bushings. This is a 42k mile car so they look relatively good but it's still 13 years old. Anyway, the horizontal bushing on both front lower control arms looks like this. Is this normal or do the bushings need to be replaced?

While you are in there replace the lower a-arm bushings and balljoints with MOOG and clean up all that rust to keep it from spreading. The rear vertical a-arm bushing is known for tearing and its where the caster is adjusted.
